dang i cant think of the name right now but its the valve that goes to your intake that allows the crankcase to vent into there most people just relocate it down to vent onto the ground like a blowby tube, if the name of the valve comes across me i will let you know but i cant think of it right now im pretty tired

CrankCaseVentilation.

What color smoke we talking about? black, white, blue, gray?

More info is needed to help you diagnose your issue.

Miles on van, etc would be great. I forget if the 94 vans were offered with a turbo or not.

blue smoke= little bit of oil in the combustion chamber
while smoke = uh oh big problem
grey smoke = slightly unburnt fuel
black smoke= lots of un burnt fuel
the blue smoke is probably coming from ur valve seals but it could alsom mean u need some rings but i would try using a heaver oil first and see if it help some un till u rebuild the motor, i do know ford requires straight 30w oil for all temp i dont know but from what i have read its a viscosity thing those 7.2 and 6.9 need that heavy oil

hope that helps a lil  i would do a compression check also before u do the oil change then after u do the oil change check it again the see the difference pm me if u need some more info i could elaborate more

Are the glow plugs working properly?

Some smoke with a non-turbo'd engine cold is normal. So is some blue-ish smoke when cold. If it isn't using oil and clears up when it warms up, sounds like a GP problem. They should cycle 'till the engine warms up enough.
