Scotts L2048

Went to mow grass last night, mower dead, so I tried to charge the battery but it tested bad, so off to autozone for a new battery... Put it back on and thought the starter was very weak. Got the grass cut and shut it off in the driveway.. This is where I went wrong.. It would not start. Did some checking and found the solenoid to be bad. So I thought what the heck Ill just jump across the solenoid and get it put away, this is when I found yet another problem.. Starter locked up. I feel this a been coming for a while since the starter has gotten much weaker and took more juice to get it going. SO I started pulling it apart last night and here is what I found.

So my question, at what point did someone think a plastic bendix on a starter was a good idea?
