weird sound out exhaust

So my 91 almost has like a miss type sound or bogging out the exhaust when you rev it up slowly and I can here it when im driving to. Is this a fuel or timing issue. i turned the pump up, advanced the timing 1/8 inch, turned the stock fuel pin 180 degrees, and put the GSK in it about a week ago. I thought I could here it then but now that I put the 4" exhaust I can really here it now. It feels a bit doggy untill the boost levels really start to build. Any ideas?

1997 Dodge 2500 4x4 auto, 4 inch exhaust, airaide intake, 0 plate, boost elbow, 4k gsk, trans, boost, and pyro gauges, built trans with billet converter, 16 cm exhaust housing.
1991 Dodge W250 4x4 manual, 3200 gsk, 4 inch straight piped, advanced timing 1/8", pump turned up all the way.
1997 F-250 Power Stroke-manual trans, 4" exhaust, TS 6 position chip with PHP Tunes, DIY intake, shimmend regulator.

that would be the timing. I did the 1/8 bump to mine and it did the exact same thing. I drove it for a year and a half like that with no issues.

1992 W250-P-pump and some extra air, gone, but not forgotten.

other than turning it back down what would fix this?

I think that more fuel has been said to help. But you will need injectors for that.

Might not be the injectors. Need more fuel pressure/flow from the lift pump.

You can convert the diaphragm pump style over to the piston as is used on the 2nd gen trucks. The pump will look the same, but run at a lower pressure.

How much does this cost? If the truck sits for 2-3 weeks without being started it loses its prime and I dont see any leaks. Would the lift pump be to blame more than likely?
