Just got an 89 W250- tranny and startup issues

Just got an 89 W250 with the 6bt VE-pump. Its a Cummins Recon engine that supposedly has 20k miles on it since rebuild and the truck itself has 190k...Well I got it for $5300 with a brand new 8foot diamond plow with old school lights, fully hydraulic, it's pretty ******. The truck has never plowed before, the dealer who I got it from takes 4x4 trucks that have never plowed before and slaps on plows and sells them.. So during my test ride everything felt decent, tranny slipping a little bit not too badly though.
Once I took the plow off, I noticed that the tranny really started slipping bad...The truck seems like you have to floor it to get up any sort of an incline. I believe that the tranny in it is the 727 torqueflight 3spd w/o od. I was thinking that maybe the tranny needed to be flushed and put in new fluid and filters after that to allow for better flow. Any thoughts or ideas? I really dont like driving auto i've been playing through my mind doing an nv4500 swap but I dont have a lot of money to spend.

Next issue- the thing is really grumpy on startup. When I'm up at school in Central New York and it's always really cold and I don't have a plug to plug in the grid heater, what the hell am I gonna do? She takes alot to start her up. Anyone have any tricks or know of any quirks that I might need to do. I generally work the fuel pedal and that's what gets her..I only got her yesterday so I'm sure with time I'll figure her out and especially now she's not going to be sitting in a lot for awhile.
Any advice would be greatly appreciated..
Oh and what should I mix with the fuel when I fill up? Two stroke oil? How much should I mix?

When starting it try cycling the grid heaters twice thats what i do with my 91 when it's pretty cold. I'm talking from 20 to 0 degrees and she fires right up.

91.5 Dodge 250, rclb, 4x4, Getrag, little extra fuel and timing, straight pipe

94 Dodge 2500, rclb, 4x4, NV4500, little extra fuel and timing, straight pipe

95 Dodge 2500, rclb, 4x4, auto, gasser.

02 Dodge 2500, rclb, 4x4, NV4500, Edge EZ, straight pipe

I would try snowmobile 2cycle oil (1 oz per gallon of fuel) and closely inspect the fuel supply lines for air leaks. Unplug the manifold heater to see if it improves the starting, if it does the battery or cables need help. I converted to the same type of battery terminals that the heavy trucks use with a 950 AH battery - less money than the automotive terminal battery and they are everywhere.

Adjust the bands and change the fluid - it may be Dexron, the best is +4. If it is Dexron do a couple of fluid changes mixing the new with the current in between, pumping it out of the dipstick tube is convenient. Roughly a gallon at a time - converter holds a little over 2 gallons with no drain.

If the fluid change does not help then it needs clutch disks, it may be worth the trouble to find a 518, 618 or 46RH 4 speed auto trans or a manual trans changeover. Doing a 727 clutch set is not real complicated.
