High on the trouble shooting tree is the injection pump, if there is not a change that is confined to 1 injector when the injection lines are cracked loose. If it has been run a ways that might be 2.
Double check by doing it agin above 1500 rpm, the change should be the same for all injectors.
If 1 or 2 injectors show no change then service the injectors, if all 6 are close to the same do the pump.
