Found this under tappet cover what is it?

I'm getting ready to do a Cummins conversion and was replacing the tappet cover gasket, when I took the cover off I found this laying in there and don't know what it is or where its from, one side looks like it broke while the other end looks like a smooth factory edge. didn't find any other pieces in there and I dont see anything in there or under the valve cover that looks anything like this.the engine is a 2001 24V. Thanks

The rocker arms are held on with a snap ring then a ring then a wavy washer. That is part of the ring.

I looked at the Rocker arms and didn't find anything like it at all, I'll be pulling the head off in a couple days,i'll take another good look around. I'll look into the valve stem seals, thanks for the reply.
