Help!!!!!!!!!!!!!!!

Im working on my 2001 ram diesel for surge a problem.im looking at the lift pump first.i dont have my fuel pressure gauge yet but i wanted to get this repair going.first i pulled my filter to check for fuel flow from lift pump i turned key to the on position and got nothin .so i bumped it to the start pos .nothing .so did all kind of stuff with the key .notin.so pulled the plug and tried to do a volt check but its hard when your by yourself so i cant get a volt check now but i m sure i got power.so my question should there be fuel coming in to the filter housing when i cycle the key?also i started truck with the lift pump unplugged for a minute and ran just like it did with it plugged in.so im guessing the pump is bad.
any help would be GREAT.
THANKS
MATT

More than likely it is also bad, but you could get lucky. if you do have to replace it, I would go ahead and spend the extra money to get a hot rod pump. Just my :2cents
