Low End Torque Chip

Here's the scenario:
My buddy entered his 98 24v 5spd 4x4 in a rock crawl contest. This is going to be a purpose built competition rig for various competitions, and has a 4" Flow-Pro exhaust, Boost Gauge and a Pyro all else stock on the powertrain. Here's the clincher: in this contest, you cannot exceed 1700 RPM. What will give the best low end power? And would a boost fooler be handy? Thanks.:smoke

I would say smarty as well... but I would think about stacking with a TST box to get the most out of it...

not in the VP trucks, they add mostly response and low end power, they only add about 70 horse overall, but it feels like more
