Truck wont heat up???

My 08 F350 has been running extremely cold. It has been around 10 deg here in New England and if the truck sits running for a while temp gauge drops and very little heat. If im on the highway or working the truck the temp goes up to normal but slowly. Could it be a thermostat or should I put a slab of rubber in front of the radiator?

I would try blocking off half of the radiator and see what that does. Go from there.
