THREE defective ESOF/PVC Dorman 600-402 Solenoids in a row!

I began to slowly lose vacuum (like overnight). Long story short........ I disconnected and plugged the vacuum hose to the PVC solenoid (solenoid that provides vacuum to ESOF hubs) and never lost vacuum again for days.

So I have replaced my OEM PVC Solenoid with not one, two, but THREE Dorman 600-402 "OEM Replacement" solenoids. All three solenoids, right out of the box, would not hold vacuum, either installed on the truck, or when bench tested with a hand operated vacuum tester.

Am I doing something wrong? Am I missing something here, or is this a design problem with this solenoid or what? Any ideas? Anyone else used this solenoid?
