Fuel algae, what to do

I have a diesel powered boom lift that is seldom used. I filled the 30 gallon tank 3 years ago because a full tank is suppose to be better as far as air space in the tank. Well it took me 3 years to get down to 5 gallons and now I see algae thru the fill spout on the tank. I drained the tank but still see the black stuff in the bottom. I screened what I drained and got some there also. I don't use it near enough to fill it again. I'm thinking of putting in 5 gallons at a time but then there is the air space problem. It is impossible to get access to the inside to clean it and there is nowhere open on top to put a clean out access. It is a poly tank and I can't even see much thru the fill hole. I would like to know what the best additive on the market is to try to kill this algae and then how should I go about fueling it in the future for occasional use. How much fuel at a time? What additives to put in the fuel. Can you use, lets say stabil and a biocide at the same time? I will be constantly checking the inline filter and the spin on on the motor often now of course. I will be cutting them open and monitoring it from now on. Any suggestions to help me clear this up and prevent more of it in the future would be appreciated.

It's not the easiest thing to find, but there is nothing like "Pri-D" when it comes to stopping algae.
It will also prolong the life of the fuel.
