Stanadyne fuel additive

I just bought a case. 24 8 oz containers.
The "safety seal cap thing" is not stuck at all to the container. Just sits there comes right off. Not sealed.
First time I ever got it. Is this normal or did I maybe get ripped off and there is something else in there?

I have seen the same thing on some of mine. I think the Standadyne loosens the adheisive on the seal.
