Service truck air compressor

I am building a service truck and acquired an air compressor this morning. I was told it ran but to take it a try it out before paying for it since it has been sitting for a while. As figured the engine was seized so I went down to a harbor freight grabbed a new one and now we are making air!
Problem, The pressure relief is kicking in at 100 psi and bleeding down to 85 psi before kicking back on, how do I adjust this? I really need to get it up enough to run the 1" impact.

Here are some instructions. Your valve might look different but the process is similar.
