1. Double check the fuses
2. Possible wiring issue in the steering column
3. Obtaining a wiring diagram of the circuits in question would be the best place to start
My tow haul wires chaffed away the insulation coming out of the gearshift lever last summer, blew a fuse and lost all instrument cluster and tow haul functions. Not saying it's in any way related to your issue, just making aware that steering coulmn can be problematic in some cases.
