Question tuners hp / tq question

I was in diesel performace shop today checking on a meth kit for a turboed camaro.... at anyrate i over heard the sales person say

" edge products rate there hp and tq gains at the rear wheels where as the other companies like bully dog or banks or any other company that sales tuners rate the increase at crank figures".

Now while i find that interesting and good info if its true, Then that company that only does the ford TSC or STC SCT Flash (heck i cat rememer) they clame they take a stock SD to 770 ish wheel tq. If the factory rates them at 570 crank then im guessing they put down like 490-500 stock... that means the flash company is making wheel hp/tq claims.

anyway im not asking which tuner is better i was just courious if any of you have run into this and was wondering if there is any truith to it. I dont think this shop would lie to the guy mainly becuase they sale all the products and even had more "bully dog" parts in stock for this mans truck that was asking about the programs.

So what do you guys think?
