Basically, modules "trick" the PCM by intercepting the signals between the engine and the PCM and modifying them. Whereas a tuner like the SCT is a rewrite of the PCM's programming, giving the tuner exact control over the parameters they want to change... So yes, the two are very different in their approaches to making power.
In my experience, the Edge does not make any more boost than a stock truck and I don't believe they use a lot of timing either since they specifically did cylinder pressure testing while writing their programming to keep those pressures down.
Even though no aftermarket tuning that adds power is really "safe", the Edge module is about as engine safe as one can reasonably expect such a device to be....
