clogged return fuel line ?

I was told that a clogged return fuel line to the tank can cause low power.
It says that a restricted orifice or clogged strainer screen in the filter housing assembly
is this possible on a 7.3?
This info is from a scanner and its kinda vague on which years it refers to.

I have never heard of a clogged return line causing problems on a 7.3 but I guess it is possible.

I have seen plugged inlet screens on the OBS filter housing inlets and I have heard of the screen in the tank plugging up before.
