Best tuner or chip for a 97 F250 powerstroke

I have been trying to find a good tuner for a 97 7.3 Liter powerstroke but not many people make one for that old of one they are all for 99 - 03 powerstrokes so if yall have any recommendations tell me what you would get

Jody Tipton just burnt a 120 hp. chip for a '96 2wd at Smokin and it laid down some pretty good #'s with stock exhaust/intake.

'04.5 Chevy 2500HD LLY,Alli, CC, SB, 4x4, Sleeved, Braced, FASS, 4" SS Silverline exh, EGR Blocker, all thanks to MA, EFI Live tuning by me with Edge CTS switching DSP5 tunes, 68mm Danville turbo, ARP Studs with "C" gaskets, Transgo Jr., 20x9 Diamo Karat 8's wrapped in Terra Grapplers, Superlift AAL in rear, Ride Rite Air Bags, some stainless........yeah it shines.

2002 VW Jetta GLS TDI, auto, 18x8 ASA AR3 wheels with Goodyear Eagle GT's

Tony's got some wicked stuff for the OBS!!! I've got a chip with his name on it as soon as I get the turbo on!!!

Does anyone have HP gain data with a Chip vs tuner with stock injectors for obs trucks?
How about the downsides--check engine lights etc. Seems to happen more with chips.
What affect if any does a pcm reflash have before a chip or tuner program is installed?
