2002 7.3L overheating - fan clutch??

Guys,
I need some help. On my last trip towing, my SD overheated on climbs. Pulling off the road and waiting on Park or Neutral cooled the engine down. I had to do this a few times to make it home without killing the engine.

I checked the coolant level and it is fine. No smoke on the exhaust. So I don't think I have a bad gasket.

I replaced all hoses and installed a new thermostat, it was time to do it. But the overheating does not go away.

Could it be the fan clutch? I am able to turn the fan by hand with very little effort when COLD. When HOT or at normal operating temp, it takes the same effort or less to turn the fan by hand. Should the fan be more difficult to turn when HOT? I am trying to determine if the fan clutch is the problem since the radiator and the A/C condenser are clean to allow air to pass through them.

Any thoughts? Thanks

I ended up putting a radiator in mine. Seems there bad about clogging up in the bottom fins. Tried blowing it out and then just bought a new one. (not from ford either)
Have not had problem since.
