If its cold enough...the motor will idle up on its own after a few minutes.

I don't think an 99 has the auto idle function when cold. Think it started in 02'?

I bought a Ford AIC for my rig on ebay. The one without the screen. It was either $89, or 189.00. But I think it was the cheaper, as I was surprised no one bid on it. Brand new in the box.

My early '99 did idle up by itself when it got cold enough.

I also know my PMT1 PCM swap had that feature.

My high idle now is setting 2 on my F-6

Yep...my early 99 had the idle up feature when I was still running the XLE box. It also has it on my PMT1 pcm...and I have two high idle settings on my F5...one for my current injectors...and one for when I finally get off my lazy butt and get my 160cc singles installed.
