Unhappy psd idles good but won't run out on top end

i have a 2000 psd 6 speed that will idle all day long but when i go to drive it after about a mile or so it will act like it is loading up if you stomp on it it may die or it may backfire and blow out a lot of smoke then try and run till you shift the next gear it seems to do it worse around 2200 rpms. we have changed the map sensor cps fuel pump and filter oil was changed around 750 miles ago please help this is my work truck and i need it running.

the only thing i have is an edge programmer but it reads code 1211 inj. presssure high or low thanks for any help you guys can give

where is the icp located i have a 2001 psd sitting right beside this one that runs i can change parts back and forth

i would like to throw my hat in the ring and say its the under valve cover harness. have it buzz tested if you havent done so yet, when my uvch went it idled fine but ran like crap at higher rpms

99.5 F-250 7.3 4X4 reg cab.
custom intake
dp tuner
suncoast/DTT Frankentrans
and a whole bunch of other crap i dont really need.
