Power Pup on My 7.3?

I have a 99 4x4 dulley with muffler delete, and guages. I just installed the bully dog power pup on the truck and on the 120hp setting the truck will only make 12psi of boost before the programer it made 20psi. I intalled the 70 hp setting and it will make 20psi now, but it is slower than the stock program to build boost and it doesnt feel that much faster. Can anyone tell me whats the problem is this normal?
