Ok this may be a loaded question. My Bud just purchased a 2000 F350 with a 7.3. Who has the best tuner for higher fuel mileage?

heres the prob i have. It also make the truck have more power so for me stock resulted in more MPG. But if its lifted with 35"+ tires the tc control on the chips work way better then ford. Stock tc locks at 45-55 and chip locks at 35. Less slippin more power and MPG!
