possible starter issue, truck will not start

alright i have had the truck for 3 weeks now and it was rough starting when i first bought it

but the more i drove it the better it got

so i finally got time to change the fuel filter thursday, not problems took it off and the bowl on the bottom was nasty real real nasty

so i filled the new one with diesel clean and reinstalled bled to the line through the schrader valve and it started up pretty easy the first time

let it sit and run for at least 30 minutes while i was cleaning up and all
it restarted fine later that day

yesterday it did not want to start, it would crank easy but didnt want to start but she fianlly did

today she barely would even crank, and would not start, put the charger on and let it sit
getting right at 13v from both batteries and she still will not turn over at all

tried jumping out the starter relay and it still would not do anything
put my fluke meter on the wire coming off of the relay that goes to the starter set it up on the radio antenna so i could see it from the dash and it shows 12v going to the starter.

is my starter shot that quick or do you guys have any ideas

For the starter to work you need B+ at the starter solenoid, thru the solenoid to the starter lug and B- on the engine durig starting.

Basically, you place the black DVM cable on a bettery (-) post and start measuring voltage.

1) Solenoid = B+
2) Starter lug = B+
3) Engine block = B-

If that all checks out, it does sound like the starter has failed.
