Rear brake oil soaked - no emergency brake

2005 F350 diesel dually

Parking brake pushes to floor.
I pulled the rear brake adjustment dust plugs and attempted to adjust the star wheel but the right one seems stuck. The right brake also looks "wet" from oil.

I had the dealership look at it and they said that the rear axle seal is leaking and the brake is soaked.
Repair cost: $995. plus tax!

It seems like a lot of money.
What should I expect to pay for a repair job like that from an non-dealership brake shop?

That is high. I did both axle seals, new oil, for the same reason, replaced the parking brake shoes for way less than that. Do your self for way less.
