will it make the noise sitting still if you just saw the wheel back and forth. I have had quite a few trucks with noise that sound simular to what you trying to describe...maybe. If so there is a rubber/plastic boot that the steering shaft goes through at the firewall. from the inside just spray some good penetrate lube or silicone spray on the steering shaft and into the boot. Works best if you leave truck running and turn the wheel to see where to spray and work the lube in. Just a guess. only other thing might be the friction pads on the end of the spring leaves. The pads may be gone, dirty or rusty.
