They'll attach alright, since they're both 8x170mm lug spacing, but you'll have rubbing issues since the offset/backspacing is different between the '99-'04 trucks and the '05+ trucks.

Is there a relatively easy fix for the offset issue?

no, not safely <imo>

the 05+ wheels sit further in (under the fender) and PIVOT around
the coil front suspension.

05+ trucks turn SHARPER because the wheel can piviot around the coil.

99-04s have leaf front suspensions and the wheel can not pivot as far
(w/out hitting the leaf).

99-04 wheels sit further out to allow what little turning they have.

05 excursions did not get the 05 truck coil front suspensions.
05 excursions are dressed up 04s

how is a spacer on one wheel any different in the way it stresses the lugs from another wheel with an offset that would put the wheel in the same spot?

our wheels are HUB centric, there is no stress or weight on the lugs

Spacers place a lot of extra leverage and stress on the wheel bearings.
