It should be as easy as updating to a mirror assy, from a 2009 or later used truck or new part. I have not taken a mirror apart that has the heated lower mirror glass, but i'm pretty sure that the lower mirror is wired in series with the upper mirror. If you can find just the heated lower mirror glass, you should be able to splice into your upper wire for the heat.

I have a job 2 truck and mine doesn't have the heated bottom mirror. Or, I have them and they don't work.

not that I have them apart but I was thinking that a guy could pop them apart then put in a heat strip... But probably just easier to buy the heated bottom mirror like Randy said
