Probably need the leveling kit and WILL need spacers between the rear tires. Side walls will touch otherwise.
The '98 should have 215/85/16 rubber stock. 235/85/16 will fit without needing spacers for the rear, but you need the to keep the tires inflated close to max cold so they don't touch. Maybe 1" gap between them.
The later 2nd gen duallys ('01 and '02 maybe?) have a deeper dish to them, and came with 235/85/16 rubber stock. My '99 has the deeper rims on it now, and hoping to get 255 rubber on it.
