prim engine

1997 4700 international.I replaced the high pressure oil pump now i can not start truck. Seems to be fuel. what is the best way to prim the engine. The hand pump above the fuel filter puts fuel into the line above the filter but the fuel will not go to the engine through the lines? is there a check valve at the hand pump that may be stuck? I opened up the nut above the filter and purged the air out and I have fuel only to this point.
