new truck a few ?s new to duramax!

My dad and I just bought a new truck for an AWESOME deal and i have a few questions about it since im new to Duramax. we bought the truck because it was only $3500 from a bankrupt business and im selling my ford 7.3 and need something to pull his 24' enclosed car hauler with. The truck is an 03 3500 crew cab LS model DRW 4x4 with 255k and new injectors. all stock. the idle is jumpy at first (jumps up and down 200 or so rpm) and while going down the road you can hear the motor change its tone it will go from smooth to a cackle like idle sound but no change in power or rpm. I have heard this could be a fuel pressure regulator? any input appreciated! also looking to know what is the best tuner/chip for the truck that wont tear anything up. looking to increase fuel economy mainly, but that extra little bit while towing is nice too. but the main thing is, the truck has 255k on it and i do not want a tuner that is going to tear crap up! oh and do you guys think we got a deal? haha it has leather and bose and all!

2000 F-250 cc Super Duty, TS Performance 6 pos, Exhaust, AFE intake, in dash tv/dvd/mp3, Memphis 12" sub in ported box, 20x10" Mazzi Hulks with 305-55-20 Toyo Open Country A/T's, APC projector headlights, Chrome wheel-to-wheel nerf bars...uhmm plenty of other B/S! :evil:

BTW i have heard the best tuner is a PPE or EFI live..... also i know that i will need an intake and exhaust as well

The motor will be fine it's the trans that will hate any added power. Does the truck have any codes??

for tuners it depends on what you're looking for, if you get the PPE it has the tunes on it and you can plug and go, for the efi live you need to find a tuner like duramaxtuner.com or Idaho rob and that is a bit more extra expense to consider
