Fuel filter Housing problems

For about a week now I have noticed raw fuel under my truck.. Not a lot but it is dripping. I tracked it down and it looks like somewhere on the filter housing it is leaking. I have a lift pump so instead of sucking air I guess it is leaking. I cannot tell where it is leaking from exactly on the housing but the filter is covered with fuel the top of the housing and all down the side of the engine. Any ideas on what it may be. I was thinking it is the primer on the housing.

The water in fuel is on the bottom of the filter but the wires on top the housing are for the heater then ... Cool. I was not sure of what that was. Thanks.
