Dt466e hesitates when starting

Hello! recently bought a 04 international 4300 with dt466e engine, 268,xxx miles. For first week or so truck would start fine. about a week ago it wouldn't start at all, sounded like it wanted to but just wouldn't fire. after a few minutes i gave up and grabbed one of my other trucks. I came back a couple hours later and tried it and it fired up. since then (might of been doing this before and i wasnt taking note to it) it has been hesitating when starting. Not sure if its always prolonged but certain times it is deff cranking for a few solid seconds before it fires. once is starts it is not puffing smoke or anything which kind of made me lean away from an injector issue but im brand new to the international trucks so im pretty much in the dark here. once running truck is not throwing any lights on the dash. Ive had a few people mention that this sounds like a ICP sensor failing? theyre cheap enough and simple enough to replace myself but wanted to get some other opinions before i drop money on something that may or may not be the problem...

had a hell of a time getting it started yesterday again. cranked and cranked for 30 seconds 2 separate times, noticed voltage dropping to I left it alone for an hour. plugged in the block heater (even though its like 65 degrees out and put jump-box on one of the batteries). it cranked hard for a few seconds(didnt really sound good) then barely started.once it started though it stayed running no problem. I let it warm up for 10 minutes and took it down the road. no power loss, good voltage, oil pressure around 40 psi at idle and goes up to around 60 when accelerating (maybe 2500 rpm). no lights no power issues etc just has a hell of a time starting?? where should I start?

Batteries. I would get them load tested to see if they are good or bad.

If you unplug the ICP sensor and the engine starts as it should replace the sensor. I doubt that the ICP sensor is the problem.
If you can plumb a pressure gauge into the oil line between the high pressure pump and the cylinder head you should see a
minimum of 500 PSI while cranking the engine. The ICP can excede 3000 PSI so use an adequate gauge.
There should be an engine ECM relay and breaker or fuse in the fuse box make sure the connections are good.
There may also be fuses located in the battery box make sure the conncections are good there too.
