3406B idle surging

Hello to all;
I am having an issue with a fuel pump governor that i have rebuilt its a 3406B. All springs, weights, shaft, literally everything was replaced (to engine serial #) in governor. The idle is set close to 700 rpm and the idle is surging up and down bout 150 rpms. i have checked all fuel lines for damage ,air, collapsed and so far nothing. Your help will be highly appreciated.

Did u adjust the dashpot oil flow screw?

Yes I bottomed it and first backed it out 1 1/2 turns no change backed out another 1/2 then a 1/4 nothing. I played with it for a while left it at around close to 2 turns out from bottom. i noticed that its slightly leaking oil out of it just a residue.

HOw many extra wavey gov spring shims did you install? Sometimes with the purple stripe spring extra shims will cause them to idle like your describing.

Wavy,flat,wavy&flat I'm thinking that's the issue. One extra flat is to much?

Yeah with the purple spring you only need the single flat and two wavys. I just went through it a few weeks ago. Added 2 extra wavey shims and it had a slight gallop at idle-1000rpms.
