2005 International 4300 Durastar - No Heat

Good Afternoon. I hope this is a simple fix. I have a 2005 International 4300 Durastar and it won't put out any heat. We seem to take it to the shop twice a year for either no AC or no heat (depending on the season we are entering) so I am wondering if there is a switch that needs to be flipped like on some of our other trucks.

Is it common for the blend door actuator to go twice a year?

No, I'm thinking when they "fix" it thay are just getting the door in the other position so that it "works".
Sometimes a reset will work.hmmmm

Pull fuse for 10 min. (Yeah, which one. ..I think it's labeled hvac.)
Replace.
With key out put a/c controls to cold and face. Fan on
Turn key on, don't crank, don't touch a/c until wirring stops. About 2 min.

Quick follow-up on this. On our 2005, I was told about a quarter turn valve on the top of the engine that provides heat to the unit. We opened the valve and the heat started working. On our 2008, there is a garden hose bib looking knob on the passenger side of the engine.
