I have a 99 4700 with a DT466E. I am having problems with my gauges not working at all. I have already done the re soldering of the pins and it worked. Everything seemed to be fine. I did this about 2 years ago. The problem now is only the fuel gauge works and the warning lights. The gauges will not cycle when the key is turned on. The only thing they will do is peg out to zero when the key is turned on. When the key is turned off they will rise just a little. Is there a fuse, maybe a resistor etc, on the board that can be replaced, a bad ground a broke wire or something. I don't have any diagrams or schematics so i'm kinda in the dark. Is this something that can be fixed or will I have to get a new or rebuilt board.

I would recommend taking the instrument panel out and resoldering the terminals
on the circuit board. It wont take long and it might be all that is wrong.
