Does anybody know how far the EBPV closes when operating correctly? I have wired it up to close manualy, but it only closes partially (maybe 45 degrees), is that normal or should it go closer to 90 degrees?
Any help would be much appreciated

I am pretty sure that full closed is normal. Partial won't help if using at an exhaust brake. Also when mine closes I can here the exhaust whistle past the plate on the outlet of the turbo.

It sounds to me like the EBPV was operating normally. I was under the impression a long time ago that the EBPV would only close when it was idling or at a stand-still until it closed on me going down the highway on a cold day. It stayed closed because the engine could not keep enough heat in it to keep the PCM happy and that is an attempt by the PCM to build heat. I got 11 mpg while it was closed. Since then I have removed the EBPV completely from both of my PSD's and haven't missed them one bit.
