Once my truck is warmed up, after I drive it around, when I put it in park or in neutral and turn off the a/c it revs up to about 1400 rpms...what would this be?

I went to start it up and go home this morning and after a while of cranking it sputtered and spit to a loping idle. I ran it to temp and the whole time it smoked like a freight train. All white smoke. Did not clear up after it warmed up either. It spit and sputtered all through first gear but as soon as it hit second it cleared right up and ran pretty. I checked all my glow plugs and my controller, relat etc. All that is good. No oil in radiator or water in oil. I couldn't find any leaks anywhere on the fuel system. I have one of 2 gueses...

-1 water in the diesel?
-2 IP

Can anyone shine some light on this before I spend $600 on a IP?

1985 Ford F-350 Crew Cab Dually 2wd 6.9 Diesel with a C-6. All stock except for the intake.
