yes but you can run the truck leave it running drive it even but if you shut it off it will not restart unless you pump the primer while cranking and it has a p1093 code also replace fuel filter and no change in symptoms

There is a test port on the passengers side. Take it to the dealer and have them check and see if you have at least 1 cubic inch of vaccum. If not I would say it is the lift pump side of the CP3 but this is VERY rare but possible.
What you are descibing sounds like the filter housing has gone bad.
There is a one way check valve that prevents the pressure from bleeding off while the engine is off. This check valve cannont be replaced as it is a non service part of the housing. Therefore you would need a new housing. I would diagnose this further before throwing parts at it. Hope this helps,
