Here's the gov spring pix and basic article I just wrote off the top of my head:
1-Take out the little screw on the fuel shutoff lever, it's an 8mm(you have to push it to the "run" position to get to it).
2-get a screwdriver and pry(carefully) on the lever to slide it off the shaft a little bit. Not all the way off, or you'll lose the little keyway. I found this trick after the 5th time of dropping the keyway.
3-Take off the gov spring plug with a 7/8" socket.
4-Rotate the engine using the nut on the alternator(7/8" socket). It will only rotate one way, so spin it until you see the nut as in the pic below. Tighten 3-4 clicks(1/4 turn per click). Or now is the time to put the washers in, see below.
5-Use a permanant marker, and mark the crank to line it up with something like the belt.
6-Now rotate the engine one revolution from the alternator nut, until that mark lines back up, and you should see the other set of gov springs.
7-Tighten those springs the same 3-4 as you did the first set.
8-Install the threaded cover/plug. It can be tricky to restart the threads, so be patient.
9-Push the shutoff lever back to its original place, and tighten up the 8mm headed bolt.

11-it's done, go for a spin!
To add the washers from step 4:
-Measure the stud protrusion(cant remember what stock is off hand)
-take out the nut and spring retainer.
-install 18mm OD, 13mm ID, 1.55mm thickness washer.
-reinstall retainer & nut.
-tighten to original stud depth as measured earlier.
-rotate engine as noted above on step 5&6.
-double check measurement & install other washer.
-finish off with the plug and shutoff lever, as noted above in step 8-11.
