My voltmeter in my 91 is bouncing around a little bit, head lights and interior lights flicker. Checked with gauge and it goes from about 14.8 to 15.6 volts. It does this all the time. Any ideas were to start checking?

Grounds and battery terminals, voltage drop on the alternator to battery lead, ground the alternator case with a 4 or 6 ga wire. Shine all connections with a wire brush.

If it has a stack of miles or runs washboard roads check for broken wires.

So I checked all the grounds and from what I can see they look okay. But I ran the battery dead and when I jump started it it didnt do this untill it got a full charge again. Could this be a voltage regulator issue?

I think that the 91 is still separate VR, check the ground between the alt and VR, if the ground is low resistance replace the VR.
